برنامهی بینالمللی ارزیابی دانشآموزان
پرورش عملكرد قوي و مقابله با عملكرد ضعيف احتياج به سازگاري دوبهدوي منحصربه فرد ندارد.
در بسياري از كشورها و قطبهاي اقتصادي، تنها بخش كوچكي از دانشآموزان به بالاترين درجات دست مييابند و ميتوانند به عنوان بهترين عملكننده در رياضيات، خواندن و علوم ناميده شوند. تعداد كمي حتي آنهايي كه از نظر علمي سرآمد هستند، به سطح مهارت 5 يا بالاتر در هر سه حوزه دست مييابند. پرورش برتري در رياضيات، خواندن و علوم و يا در كل اين سه حوزه براي توسعهي يك كشور بسيار تعيين كننده است، چرا كه اين دانشآموزان پيشتاز در اقتصاد جهاني مبتني بر دانش و رقابت خواهند بود.
بعضي كشورها با عملكرد بالا در پيزا 2012، مثل استوني و فنلاند، تغييرات ناچيزي را در نمرهي دانشآموزان نشان ميدهند كه ثابت ميكند عملكرد عالي براي همهي دانشآموزان امكانپذير است. به همان اندازه برخي كشورها از اولين حضورشان در پيزا قادر بودهاند سهم دانشآموزان برتر را افزايش دهند مانند فرانسه، هنگكنگ-چين، ايتاليا، ژاپن، كره، لوكزامبورگ، ماكائو-چين، لهستان، پرتغال و روسيه كه نشاندهندهي اين است كه سيستمهاي آموزش و پرورش ميتوانند برتري علمي را دنبال كرده و ارتقا دهند چه دانشآموزان در حد ميانگين OECD يا بالاتر از آن (مثل ژاپن و كره) باشند يا پايين ميانگين OECD (مانند ايتاليا، پرتغال و روسيه).
Nurturing top performance and tackling low performance need not be mutually exclusive.
In most countries and economies only a small proportion of students attains the highest levels and can be called top performers in mathematics, reading or science. Even fewer are the academic all-rounders, those students who achieve proficiency Level 5 or higher in all three subjects. Nurturing excellence in mathematics, reading or science, or in all three domains, is crucial for a country’s development as these students will be in the vanguard of a competitive, knowledge-based global economy.
Some high-performing countries in PISA 2012, like Estonia and Finland, also show small variations in student scores, proving that high performance is possible for all students. Equally important, since their first participations in PISA, France, Hong Kong-China, Italy, Japan, Korea, Luxembourg, Macao-China, Poland,
Portugal and the Russian Federation have been able to increase the share of top performers in mathematics, reading or science, indicating that education systems can pursue and promote academic excellence whether they perform at or above the OECD average (e.g. Japan, Korea) or below the OECD average (e.g. Italy, Portugal, the Russian Federation).
