در یک روند رو به رشد، کشورهای زیادی در جستوجوی موفقترین و کارآمدترین رویهها و عملکردها ، به فراتر از مرزهای خود نگاه میکنند. مسلماً در یک اقتصاد جهانی، موفقیت، ديگر فقط از طریق استانداردهای ملی سنجیده نمیشود؛ بلکه در مقایسه با بهترین و رو به پیشرفتترین سیستمهای آموزشی سنجیده میشود. در دههی اخیر، برنامهی OECD برای ارزیابی بینالمللی دانش آموزان، پیزا، تبدیل به بهترین معیار جهانی برای ارزیابی کیفیت، تساوی حقوق و کارآمدی سیستمهای مدارس شده است. اما اطلاعاتی که پیزا به دست میدهد بسیار فراتر از اعداد و ارقام آماری صرف است. پیزا از طریق معرفی مشخصههای یک سیستم آموزشی با عملکرد عالی، به دولتها و دستاندرکاران آموزش اجازه می دهد رویههای موثر را بشناسند و سپس آنها را در محیط های محلی خود به کار گیرند.

پیزا چیست؟
"دانستن چه چیزی و توانایی انجام چه کاری برای شهروندان حائز اهمیت است؟" این سؤالی است که پیشزمینهی معیار جهانی کیفیت، تساوی حقوق و کارآمدی در برنامهی آموزشی مدارس است و به عنوان برنامهی بین المللی ارزیابی دانش آموزان (پیزا) شناخته میشود. پیزا میزان یادگیری دانش کلیدی و مهارتهای ضروری زندگی در جوامع مدرن را در دانشآموزان 15 ساله میسنجد. این ارزیابی که بر خواندن، ریاضیات، علوم و حل مسأله تمرکز میکند صرفاً برای حصول اطمینان از توانایی بازتولید آموختههای دانش آموزان نیست. این ارزیابی همچنین بررسی میکند که دانشآموزان تا چه میزان میتوانند از آنچه یاد گرفتهاند استنباط کنند و آن دانش را در موقعیتهای ناآشنا، هم در داخل و هم خارج از مدرسه بهکار گیرند. این رویه نشان میدهد در جوامع مدرن افراد نه برای دانستههایشان، بلکه برای آنچه که میتوانند با دانستههای خود انجام بدهند، تحسین میشوند.
نتایج پیزا نشان میدهد چه چیزی در آموزش امکانپذیر است. این کار از طریق نشان دادن تواناییهای دانشآموزان در سیستمهای آموزشی با عملکرد عالی و سیستمهای آموزشی به سرعت رو به پیشرفت، صورت می گیرد. یافتهها به سیاست گذاران در سراسر جهان اجازه میدهد دانش و مهارتهای دانشآموزان در کشورهای خود را در مقایسه با دانشآموزان سایر کشوها بسنجند، از طریق اهداف قابل سنجشی که سایر سیستمهای آموزشی به آن دست یافتهاند، هدف گذاری کنند و از کارها و رویههایی که در سایر مکانها به کار برده شده، یاد بگیرند.

More and more countries are looking beyond their own borders for evidence of the most successful and efficient policies and practices.
Indeed, in a global economy, success is no longer measured against national standards alone, but against the best-performing and most rapidly improving education systems. Over the past decade, the OECD Programme for International Student Assessment, PISA, has become the world’s premier yardstick for evaluating the quality, equity and efficiency of school systems. But the evidence base that PISA has produced goes well beyond statistical benchmarking.
By identifying the characteristics of high-performing education systems PISA allows governments and educators to identify effective policies that they can then adapt to their local contexts.

What is PISA?
“What is important for citizens to know and be able to do?” That is the question that underlies the world’s global metric for quality, equity and efficiency in school education known as the Programme for International Student Assessment (PISA). PISA assesses the extent to which 15-year-old students have acquired key knowledge and skills that are essential for full participation in modern societies. The assessment, which focuses on reading, mathematics, science and problem-solving, does not just ascertain whether students can reproduce what they have learned; it also examines how well they can extrapolate from what they have learned and apply that knowledge in unfamiliar settings, both in and outside of school. This approach reflects the fact that modern societies reward individuals not for what they know, but for what they can do with what they know.
PISA results reveal what is possible in education by showing what students in the highest-performing and most rapidly improving education systems can do. The findings allow policy makers around the world to gauge the knowledge and skills of students in their own countries in comparison with those in other countries, set policy targets against measurable goals achieved by other education systems, and learn from policies and practices applied elsewhere.
